The vehicle collision is part of the model (.dff) so you can only edit them in a 3D modeling software like ZModeler, 3DS Max, etc...
If you have any more questions just ask

Re: GTA SA Vehicle Coll Files
You can't extract the vehicle collision as it is part of the vehicle and can only be edited within a 3D modeling software
As for your 2nd question if you want a certain part[s] of the vehicle you can simply edit on the polygon level, deselect all and select the parts you need then invert selection (Selected mode on) then remove all the unneeded parts, remember to have a main scene dummy and have the parts as children to the main scene dummy before exporting, also name the .dff to the main scene dummy or the export won't work
So to make it more clearer the main scene dummy node should be named with ".dff" at the end, when you export the model name the model the exact name as the scene dummy (But don't put ".dff" at the end)

Re: GTA SA Vehicle Coll Files
Yes that can be done but remember to remove any similar dummies and attach the parts to the model you will export
